I see nothing wrong with resampling, layering, bouncing, exporting, etc. These processes help keep a tidy project and open up new sound options. For bookkeeping, you should try to hold on to the intermediate projects or files in case someone questions you - if you can reasonably show how you got tho...

I've recently acquired a portable recorder of my own, so I've built up a small library of audio. Sometime before the deadline I'll handpick some good ones for mangling.
You can count on some samples from me; hopefully some other folks contribute this year, too.

regarding the criticism/judging process, I was just reading a thread elsewhere about how constructive means of review and critical response - I think the feedback here is great and in the future I hope I can be more helpful to others with some of the ideas I picked up. ReaCoMa is a set of scripts for Reaper based on FluCoMa

It's great for splitting audio into slices or layers based on various features in the track.
